高等师范院校是我国基础教育教师培养的主要阵地,开展师范专业认证是全面保障和提升师范生培养质量、构建高水平师范人才培养体系、从源头上建设高素质专业化创新型教师队伍的战略举措和重要抓手。持续改进是师范专业认证的三大理念之一,是提高师范生培养水平和打造高质量师范教育的重要途径,是师范专业认证的目的和长期追求。作为一项重要的国家强师举措,一方面,我国师范专业认证总体进展顺利、影响日益深远,师范专业持续改进成效明显;另一方面,通过跟踪观察和调研分析发现,师范专业在推进持续改进的过程中,确实面临一些深层次问题和困扰,需要引起相关方的关注、重视和反思。师范专业认证主导部门需要正视这些问题的存在并努力推动解决,从而维护师范专业认证的严肃性和权威性,确保师范专业后续建设取得成效,以实现我国高质量人才培养目标。
Rational Reflection on Continuous Improvement of Normal Majors in Professional Certification

摘要: 持续改进是师范专业认证的三大理念之一, 是打造高质量师范教育的重要途径, 其内在逻辑意蕴就在于它是师范专业保规范、强适应、谋卓越的根本方式和必然过程。目前师范专业的持续改进, 无论在专业与高校层面, 还是在政策与制度层面, 都存在一些使改进难以持续的问题, 影响着持续改进的整体效果。推进师范专业持续改进, 需要恰当把握对照标准与超越标准、意见反馈与自我判断、向内与向外、学校与专业四对关系, 并且要完善配套政策、落实激励机制和合理修订标准, 在继续遵循国家教师队伍建设系列文件精神和相关指导标准的前提下, 重构观念、转换思维、优化机制、打造有精神品质的质量文化, 从而为师范专业的持续改进提供不竭动力。Abstract: Continuous improvement, one of the three philosophies of normal professional certification, is the essential path to building high-quality normal education. Its internal logic lies in that continuous improvement is the fundamental method and inevitable process for specification conformity, adaptation strengthening and excellence in pursuing of normal majors. At present, there are problems at both major and university levels and in the policy system that bring difficulties in the persistent improvement of normal majors, which affects the overall outcome of continuous improvement. To promote continuous improvement, proper handling of four groups of relations is important: complying with standards and transcending standards, behavior based on feedback and self-judgment, carrying out work internally and externally, and responsibility fulfillment at university and major levels. It is necessary to improve supporting policies, implement incentive policies and revise standards reasonably. Conception reconstruction, the transformation of thought, action mechanism optimization and the building of a meaningful quality culture are required on the premise of following the spirit of a series of documents on the construction of a national teacher workforce and relevant guiding standards.
