摘要: 西部地区要抓住机遇，迎接挑战，必须以生态伦理规范人们的开发行为，坚持发展的可持续性、协调性和公平性。这是由西部大开发的内在要求和西部地区的区情与地理位置决定的。生态伦理、可持续发展和西部大开发是密不可分的内在的有机统一。

Abstract: To grasp the good opportunity and meet the challenge, Western area of China must retrain people's action of exploitation by the eco-ethics, take a sustainable developing path, persist in sustainable,correspond, equitable development. This determinesby inner requisitions of the large scale exploitation of west China and circumstances and geographic location of western area. Eco-ethics, sustainable developing and large-scale exploitation of west China is organic united.
