The Action Strategies and Development Trends of Global Teacher Governance: Analysis based on Relevant Policies of International Organizations

  • 摘要: 全球教师治理是助力全球知识经济发展的重要策略,旨在通过多种治理手段推动建设素质优良的教师队伍,实现对学生学习的全面支持。自20世纪60年代以来,基于对教师地位和教师培训的关注,国际组织在推进全球教师治理的过程中,先后经历了关注、探索和推广三个阶段,并呈现出清晰的发展走向。全球教师治理以重塑教师的专业地位、规范教师的教育责任、发挥教师的专业智慧、关注教师的专业成长作为主要策略,未来,其发展与推进需要:通过强化外部决议,引领教师治理的政策走向;加大教育援助,提高教师治理的总体效能;利用政策借用,推广教师治理的最佳实践;开展国际评估,建立教师治理的比较机制。
