农户满意度视角的土地流转政策分析
An Analysis of Land Transfer Policy from the Perspective of Farmers' Satisfaction

摘要: 农户满意度视角下探讨土地流转政策，对政策完善和推行具有重要参考意义.基于陕西杨凌350户农户微观调查数据，采用路径分析法探究农户个体特征、家庭特征和环境特征对流转政策满意度的直接影响效应和间接影响效应.结果表明，大多数农户满意度处于不满意和一般满意之间；流转政策了解程度、流转市场发育程度、流转政策宣传评价、土地流转价格评价对政策满意度起重要作用；健康状况、家庭总人口数等变量对政策满意度的直接影响效应和间接影响效应均显著，性别、年龄、家庭年收入等变量对政策满意度的影响只有间接效应显著，而文化程度只有直接效应显著.最后，依据研究结论给出了政策启示.Abstract: The study on implementation of land transfer policy from the perspective of farmers' satisfaction, will provide important reference for policy improvement, which is conducive to promoting the land circulation in rural areas based on the microscopic survey data of 350 farmers in Yangling, Shaanxi Province, this paper explores the direct and indirect effects of individual characteristics, family characteristics and environmental characteristics on the satisfaction of land transfer policy. The results show that the majority of farmers' satisfaction is between dissatisfaction and general satisfaction. The degree of policy understanding, the degree of market development, the evaluation of policy propaganda and the evaluation of land transfer price have marvelous effects on policy satisfaction. Health status, the number of family members, etc. have significant direct and indirect effect on the policy satisfaction. Gender, age and household income, etc. have only significant indirect effect on the satisfaction. Education has only significant direct effect on the satisfaction. Finally, some policy suggestions were given according to the conclusion.
