生态文明视域下环境管理中的利益博弈与政府责任
On Interest Game and Governmental Responsibility in Environmental Management from the Perspective of Ecological Civilization

摘要: 环境管理是实现生态文明建设的重要手段，而生态文明是环境管理追求的价值目标。随着生态文明建设的推进，环境管理也愈显重要。运用博弈论的理论工具，结合并简化环境管理中各参与者的行为，拟建企业和公众参与的双方混合策略博弈模型与政府、企业和公众参与的三方混合策略博弈模型，求出各均衡解。对比由两个博弈模型所得的结果，分析讨论在生态文明视域下，政府在环境管理中的作用。拟从政府责任的角度为生态文明建设提供有益的政策建议。Abstract: Environmental management is one of the important devices to fulfill ecological civilization w hile the latter is the value goal that the environmental management pursues .With the fulfillment of the ecologi-cal civilization ,environmental management becomes increasingly important .By means of gaming ,it has been studies in this paper to incorporate and simplify the participant s'behavior in the environmental man-agement ,which aims to building up the bilateral model of mixed strategic gaming between the enterprise and the citizen ,as well as the trilateral mixed model among the government ,the enterprise and the citizen before each equilibrium solution has been worked out .By comparing these solutions ,the role of the gov-ernment in environmental management from the perspective of ecological civilization has also been analyzed and discussed .And the article is used to offer the policies and suggestions that are beneficial to the con-struction of ecological civilization under the view of governmental responsibility .
