中国义务教育均衡发展的新时代特征与治理路径——基于“五大发展理念”的思考
Characteristics and Measures of Balanced Development of Compulsory Education in China——Based on “Five Concepts for Development”

摘要: 中国义务教育发展已进入新时代。在创新、协调、绿色、开放、共享"五大发展理念"主导下,义务教育要体现新时代的特征,寻求新的治理路径,从多方面促进均衡发展。其中应致力于五个方面:推动义务教育"创新发展",强调驱动力、内涵式、立体化;推动义务教育"协调发展",注重整体性、互补性、特色化;推动义务教育"绿色发展",重视生态化、可持续性、生命关怀;推动义务教育"开放发展",加强国际化、合作化、包容性;推动义务教育"共享发展",力求公平性、科学性、多元化。Abstract: The balanced development of compulsory education in China has come to a critical period. Under the guidance of the "five concepts" of innovative, coordinated, green, open and sharing development, compulsory education should embody the characteristics of the new era. Efforts should be made to seek new ways of governance and promote balanced development from various aspects. Among them, we should focus on the following five aspects. The "innovation-driven development" of compulsory education means taking innovation as the internal driving force and taking stereoscopic measures. The "coordinated development" of compulsory education emphasizes comprehensive, complementary and characteristic development. The "green development" of compulsory education emphasizes ecology, sustainability and the value of life. The "open development" focuses on internationalization, cooperation and inclusiveness. The "shared development" calls for fairness, rationalization and diversification.
