On Climate Diplomacy Based on the Game Theory

摘要: 国家利益始终是外交关系中的基本问题，气候外交亦不例外。气候变化的核心是全球变暖，因此，以温室气体减排为主题的气候外交谈判自然也成为当今全球环境变化条件下外交谈判的热点问题。本文立足于地理学基础，将气候问题的外交化进程作为博弈过程来看待，并运用博弈论的纳什均衡原理和“智猪博弈”等模型，深度分析各大国（集团）在气候外交中的矛盾与博弈。最后从博弈论角度解读中国的气候外交政策，建议中国根据博弈各方的策略选择来制定最适合自身的最优策略，以求在这场气候博弈中获取最大化的国家利益。

Abstract: The national interest is always the essential problem in the diplomatic relations ,and it is no ex‐ception in climate diplomacy .The core of climate change is global warming ,so the climate diplomacy which focuses on the greenhouse gas reductions has naturally become a hot issue of diplomatic negotiations under the condition of today's global environmental change .Based on the geography ,the diplomatic pro‐gress of climatic issues has been viewed in this paper as a game ,and ,critically ,powers' contradictions and game in climate diplomacy analyzed according to game theory 's Nash equilibrium principle and Pigs' Pay‐offs model ,etc .Eventually ,the climate diplomatic policy of China has been interpreted in this paper from the game theory angle ,and suggests China develop the most suitable optimal strategy in accordance with strategy choices of subjects in game to acquire maximized national interest in this climate game .
