摘要:
高等教育课程政策是协调课程相关关系所制定和实施的一种战略性和准则性规定,其重要性不言而喻。但随着高等教育改革的深入,课程政策层面的问题已经逐渐显露出来,比如政策内容的规范性问题、各政策之间的冲突和矛盾问题以及课程定位与取向的偏离问题等,直接影响了高校课程建设。因此,对改革开放以来我国大学课程政策内容进行考察,从政策体系及其内容上规范高校课程建设在当前是非常必要的。从课程本质和课程建设的实践逻辑来看,高校课程政策是一个非常复杂的系统工程,它涉及到课程组织、课程目标、课程结构和课程评价四要素,其中,有关课程目标的政策要解决的是课程建设的前提条件,有关课程结构的政策涉及的是课程建设的体系问题,而课程组织和课程评价所涉及的是课程建设的保障问题。这四个方面的内容构成了一个国家高等教育课程政策的全部内容的逻辑体系,当前我国高等教育课程政策改革理应以此为依据和基础展开。
Abstract:
The higher education curriculum policy is a strategic and standard regulation which is formulated and implemented with the aim of coordinating relations of curriculum. Its importance is evident. But with the deepening of higher education reform, curriculum policy issues have gradually revealed. Some issues have affected the college curriculum construction directly, such as the regulation of the policy contents, the conflicts and contradictions between each policy, the deviation problem of curriculum position and orientation and so on. Therefore, it is necessary to investigate the curriculum policy since the reform and opening up and to regulate university curriculum construction from the policy system and its contents in the current. From the view of the essence of curriculum and the practical logic of curriculum construction, curriculum policy is a very complicated engineering system. It is related with the curriculum organization, curriculum objectives, curriculum structure and the curriculum evaluation. Among them, the policy of curriculum goal is to solve the prerequisite of the curriculum construction, the policy of curriculum structure is related to the system of curriculum construction, and curriculum organization and curriculum evaluation are related to the security of curriculum construction. These four aspects constitute the logical system of all the contents of a national curriculum policy in higher education. The policy of higher education curriculum reform in China should be reformed and expanded on this basis.
