Abstract: The balanced development of compulsory education in China has come to a critical period. Under the guidance of the "five concepts" of innovative, coordinated, green, open and sharing development, compulsory education should embody the characteristics of the new era. Efforts should be made to seek new ways of governance and promote balanced development from various aspects. Among them, we should focus on the following five aspects. The "innovation-driven development" of compulsory education means taking innovation as the internal driving force and taking stereoscopic measures. The "coordinated development" of compulsory education emphasizes comprehensive, complementary and characteristic development. The "green development" of compulsory education emphasizes ecology, sustainability and the value of life. The "open development" focuses on internationalization, cooperation and inclusiveness. The "shared development" calls for fairness, rationalization and diversification.
