Abstract

Government and market are twodifferent operational systems. However, they share the same underlying operational factorin that both are driven by benefit and both pay great attention to cost and profit. Onwhat level and to what extent governmental behaviour can benefit society and economy maybe pinpointed through an economic analysis of government authority and capacity.
