Abstract: It is illustrated by theeconomic crisis in southeast Asia that the vitality and developing potentiality of thenational economy will depend to a larger extent on knowledge, technology and talents. Itis of profound significance for every country in the world, especially the developingcountries like China, to construct national innovating system, to make every effort toimprove the innovating capacity of knowledge, to reserve appropriately the human capitalof high intelligence and to carry out actively the policy of “developing the countrythrough science and education with education as the foundation”.
