Abstract: In the lasting influence of the bureaucratic departmentalism, the intellectual 's action of seeking official position in the early of Republic of China became a common practice which corrupted the mood of society. In order to adjust The social morbid mentality and guide the intellectuals to establish the self－independence sense and become a person with moral integrity earning his own livings, the progressive public opinions took the criticizing to the bureaucratic departmentalism as the point of departure. The criticism was the sign of the coming of the period of intellectual elite's self－examining and rebuilding the national character.
