党的十八大以来,以习近平同志为核心的党中央坚持教育优先发展,把全面提高教育质量摆在了更加突出的位置,开启了提升教育质量的新时代。2014年教师节前夕,习近平总书记指出:“找准教师教育中存在的主要问题,寻求深化教师教育改革的突破口和着力点,不断提高教师培养培训的质量。”[1]2018年1月,中共中央国务院颁布的《关于全面深化新时代教师队伍建设改革的意见》也强调:“大力振兴教师教育,不断提升教师专业素质能力。”可见,振兴教师教育已迫在眉睫,提升教师教育质量刻不容缓。教学作为教育的重要组成部分,其质量是教育质量的核心和关键。教师教育教学质量主要是针对职前师范生的培养质量,但同时又涉及职后教师的培训质量,包括教师教育者通过教学活动培养和培训出满足社会或他人物质和精神需要的教师以及师范生和职后教师的个体获得感,表现为知识技能所带来的安全感、情感关系所营造的尊重感和价值意义所确立的幸福感[2]。探讨教师教育教学质量指标体系并建构相应的质量模型,能够帮助人们进一步认识教师教育教学的本质,对推动形成基于证据的教育教学决策机制,提高教育教学质量和促进教育公平具有重要而深远的意义。
Building the Index System and Model of Teaching Quality Assessment in Teacher Education

Abstract: The teaching quality of teacher education is the degree to which the teachers trained meet the needs of educational development, and it includes the quality of pre-service normal students and post-service trained teachers. The connotation of developing high-quality teaching in teacher education is reflected in the optimization of the structure of teacher education at the macro level, the cultivation of teacher's era quality at the meso level, and the realization of teaching morality at the micro level. Among them, the optimization of the structure of teacher education is key in the high-quality development of teaching, the cultivation of teacher's era quality is the core of the high-quality development of teaching, and the realization of teaching morality is the ultimate concern for the high-quality development of teaching. It can be measured from the four dimensions of professional belief, knowledge teaching, method training and ability development, and correspondingly identifying the core, foundation, guarantee and purpose, which form a quality index system that combines evaluation and guidance functions. Based on the connotation and index system for teaching quality of teacher education, the fan-leaf structure model is constructed. It is of great significance to achieve innovative, coordinated, green, open and shared development of teacher education and the entire educational cause.
