Abstract: With questionnaire, interview and empirical analysis to the implementation of the Plan of Supporting Rural Teachers (2015-2020), it is found that the results about the Plan of Supporting Rural Teachers (2015-2020) mainly focuses on five aspects:reduction of teachers' brain-drain, salary enhancement, increase of training opportunities, improvement of complementary mechanism and the increase of job rotation. The problems of the Plan of Supporting Rural Teachers (2015-2020) are mainly in five aspects:low awareness, fund deficiency, serious teacher vacancies, irrational title assessment and inefficient incentive measures. Therefore, we put forward five tactics:to take the provincial government as the main body to publicize and learn some policies step by step, to increase the number of teachers to supplement the shortage of them in rural schools, to organize the employment of rural teachers by the Department of education, and to build an award fund for rural teachers via provincial government, which can help stimulate the effectiveness of policy.
